No one wants to be left out of European funds, even if they arrive in drops. That’s why Renfe has put out to tender the technical assistance service for the identification and analysis of calls for aid from European funds of the recovery plan for Europe. That is, look for an advisor or consultant who also supports the presentation and follows up on the resolution given the “complexity” of the process.

The objective of the public company is not to leave a unique opportunity. Thus, it reveals that in its ‘Strategic Positioning Plan’ for access to European funds has a series of projects that it understands fit into different axes of the aforementioned plan and that I would be interested in submitting to the different calls for European aid, of any kind.

It is also interested in participating in programs of other economic agents that are in line with the company’s strategy, as detailed in the technical specifications of the public tender, whose budget is 215,500 euros. What kind of projects are we talking about? Although the company cannot specify, it does seem to be in line with investments in the fields of digital transformation, mobility and energy efficiency, as this medium has been able to know.

In fact, sources from the public company recall that “Renfe has presented strategic projects to expressions of interest convened by different ministries and public bodies within the Recovery, Transformation and Resilience Plan of Spain, and has prepared expressions of interest for emission reduction projects located in national territory”.

And actually, the presentation of projects to different calls is being prepared financed within the Multiannual Financial Framework of the EU: for the Connecting Europe Mechanism (CEF), with projects that promote the digital transformation of the Renfe Group, and for the European Regional Development Funds (ERDF), with actions mostly focused on energy efficiency and digital transformation.

Process Complexity

The search for an adviser or consultant to help identify expressions of interest from the different ministries or competent bodies is due to “the complexity and breadth in which the articulation of aid is going to be developed”, as acknowledged by Renfe in the contract specifications.

The railway company also opens the door to develop joint projects with partners where Renfe may have a leadership or support role and joint presentation through a Temporary Union of Companies (UTE), subcontracts according to tender or group of companies.

Also, it emphasizes the possibility of participating in possible Strategic Projects for Economic Recovery and Transformation (PERTE) where Renfe can play a leading or supporting role, either alone or within the same consortium of companies.

It is through the Office for the Coordination of European Funds, of Renfe’s General Directorate for Development and Strategy, that the knowledge of European funds capable of financing the investments of the Renfe Group, defined in its strategic plan, is capitalized on.
