MOVES III could advance the mobilization of its second aid package for more than a year. As this newspaper has been able to learn, the large percentage of funds consumed during 2021 would allow the second 400 million euros destined to start up recharging points and the purchase of electric vehicles to be activated earlier than expected.

The last april the Council of Ministers, at the proposal of the Ministry for the Ecological Transition and the Demographic Challenge, approved the Royal Decree that regulates the bases of the third edition of the Program of Incentives for Efficient and Sustainable Mobility, known as MOVES III. An initiative that is part of the Recovery, Transformation and Resilience Plan that is benefiting from funds Next Generation.

The initial budget for MOVES III included an allocation of 400 million euros that were going to be mobilized during the years 2021, 2022 and 2023. From the outset, the possibility of extending it to 800 million euros was pointed out in the event that the aid ran out. Its good reception will be able to allow this step to be advanced to 2023 and, it is not ruled out, that even these aids can even be reinforced.

Although the speed of implementation of these aids has been different depending on the autonomous community, request rate is exceeding projected schedules. So much so that, as far as charging points are concerned, the funds have already been exhausted in most of the autonomies.

When it comes to electric vehicles, the pace is good too. Until the end of 2021, 50% of the funds had already been requested. From the Ministry they point out that, if there are no major changes, their estimates indicate that practically all of the funds will be finished throughout 2022.

Given this situation, the start-up of the second package of funds would be more than a year ahead of schedule. In the same way, the appetite shown by individuals and companies could lead to expand this instrument or launch a complementary one.

The call for fleets is open

Along these same lines, the Ministry for the Ecological Transition and the Demographic Challenge has opened the call for the MOVES Flotas program. The Program has a initial amount of 50 million euros and is aimed at the selection and granting of aid to promote the electrification of these fleets in the national territory, with special emphasis on projects with a presence in more than one autonomous community.

As announced, all types of companies, regardless of their size, as well as the institutional public sector, may attend, provided that the incentive to acquire at least 25 light electrified vehicles (mopeds, motorcycles, quads, cars or vans).

The BOE published this new call yesterday, managed by the Institute for Energy Diversification and Saving (IDAE), whose deadline for submitting applications will remain open between January 20 and March 21through the electronic headquarters of the IDAE.

Recharging and digitalization points

The initiatives presented may include not only the acquisition of electric or fuel cell vehicles to replace combustion vehicles but, in a complementary manner, the development of charging infrastructure necessary for the new fleet at the company’s facilities.

The aid may also be used for the acquisition or adaptation of fleet management systems for, among other options, digitize route control or improve the training of company personnel, in order to make a transition of the fleet towards electrification.

All types of companies, regardless of their size, as well as entities from the institutional public sector, may benefit from this program, although it is established as an essential requirement that aid be requested for initiatives that contemplate the purchase of 25 to 500 vehicles.

Thus, one of the most relevant tools for promoting electric mobility seems have taken cruising speed. During the next few months it will be known if this good reception is transformed into more direct aid.
